Thisscoping study examined the feasibility of integrating two important means of obtaining value in the project delivery process, namely obtaining best value rather than simply lowest cost at tender stage, and ensuring desired performance by application of key performance indicators or Outcome Performance Indicators.
This linkage could provide a set of direct cause and effect indicators that can be used as part of an improved post project evaluation process and assist in gathering a lesson learned knowledge base. Further, the OPIs identified could be operationalised for use as a broader based Balanced Score Card approach to performance measurement thus providing leading indicators of likely success or impending problems.
